All persons, firms, or corporations engaged in the business of buying and selling bicycles in the municipality are hereby required to keep a record of all bicycles sold or purchased by them. The records shall be open for inspection at any reasonable time by the Municipal Police Department of the municipality. The buyers or sellers shall make a report when requested showing the sales and transfers. The records shall describe the bicycles so purchased and the person to whom the sale or transfer was made; provided, nothing herein shall be construed to apply to the occasional sale of a bicycle where neither party is in the business of purchasing or selling bicycles on a regular basis.
