§ 113.011 EXCEPTIONS.
   The provisions of this title relating to plumbers shall not apply to any public utility company or companies serving the municipality and its inhabitants under a franchise agreement with the municipality, or its agents and employees, and shall not be construed as a limitation or restriction upon any franchises heretofore granted by the municipality.
