The Governing Body, by a majority vote, shall have power to revoke any master plumber’s or journeyman plumber’s certificate of registration, upon the recommendation of the Examining Board, if the same was obtained through error or fraud, or if the recipient thereof is shown to be grossly incompetent, or has a second time willfully violated any of the provisions of the municipal plumbing code. If a certificate of registration is revoked, the holder of the same shall not apply for registration for one year after the revocation.
