The provisions of this chapter do not apply to:
(A) Goods, wares, or merchandise temporarily deposited on the sidewalk in the ordinary course of delivery, shipment or transfer;
(B) The placing and maintenance of unattended stands or sales devices for the sale, display or offering for sale of newspapers, magazines, periodicals and paperbound books;
(C) The distribution of free samples of goods, wares and merchandise by any individual from his or her person;
(D) Vendors who are residents of Colfax County, Nebraska, or residents within ten miles of the city limits of the city whichever is greater, involved in the conveyance or sale or offer of farm products produced or raised (not processed) by a vendor from a farm occupied and cultivated by him or her;
(E) Vendor who is owned by or under the exclusive direction of a non-profit entity or governmental subdivision within the Schuyler, Nebraska area for a specific event or purpose;
(F) Vendors participating in special events;
(G) Merchants offering goods for sale from a permanent structure in an appropriate zoning area of the city;
(H) Fireworks stands licensed and regulated by the State of Nebraska; and
(I) Vendors operating exclusively within the provisions of the city mobile food vendors ordinance.
