It shall be unlawful to intentionally, knowingly or recklessly dump, place, pour or otherwise dispose of oil directly into or upon the ground, dirt, streets or sewers within the corporate limits of the city. Violators shall be subject to the penalties and provisions as contained in the balance of this chapter including, but not limited to § 94.007 regarding abatement procedure.
