§ 92.01 OBSTRUCTIONS.
   (A)   Trees and shrubs, growing upon, or near, the lot line, or upon public ground and interfering with the use or construction of any public improvements shall be deemed an obstruction under this subchapter. The roots may be removed by City of Schuyler personnel at the expense of the municipality.
   (B)   It shall be unlawful for any person, persons, firm, or corporation to obstruct or encumber by fences, gates, buildings, structures, or otherwise, any municipal street, alley, or sidewalk. For the purposes of this subchapter, streets shall be considered the entire platted portion, and not just limited to the paved or hard surface portion or driving area of the street.
   (C)   Specifically excepted from the prohibitions contained herein shall be mailboxes, and doors for pedestrian traffic only which open onto sidewalks in the C-2 Central Business zone.
   (D)   To the extent that any provision of this subchapter is in conflict with the Uniform Building Code, the provisions of this subchapter shall prevail.
