The Governing Body may, by resolution, entirely prohibit, or fix a time limit for, the parking and stopping of vehicles on any street, streets, or district designated by the resolution, and the parking, or stopping, of any vehicle in any such street, streets, or district, for a period of time longer than fixed in the resolution shall constitute a violation of this chapter.
