The Governing Body may, by resolution, designate any street, or portion thereof, within the “congested district” where vehicles shall be parked parallel with and adjacent to the curb so as to have both right wheels within six inches of the curb; or where vehicles shall be parked at an angle on any street, or portion thereof, shall be parked with the right front wheel of the vehicle at the curb. Where stalls are designated either on the curb or pavement in the congested district, vehicles shall be parked within the stalls.
