(A) It shall be the duty of the Inspector to order all persons owning property, any part of which abuts a street or alley in which a public water supply main is laid, provided the water is less than 100 feet from the property line, to connect by service line to the water supply main in the street or alley; all the persons shall make the connections within 30 days after the service of notice as herein provided.
(B) The notice may be served by delivering it personally to the owner, or by registered mail addressed to the owner at his or her office or place of residence, or by publication in a paper published and of general circulation in the city.
