All interconnections with the water system including any well on the premise of the consumer or any source of water supply other than the waterworks system and connected with any service pipe or plumbing of a consumer, shall be constructed and maintained in a manner which shall conform with the requirements of the Board of Public Works, and shall be subject to discontinuance by order of the Board.
