§ 52.16 FIRE HYDRANTS.
   All hydrants for the purpose of extinguishing fires are hereby declared to be public hydrants, and it shall be unlawful for any person other than members of the Municipal Fire Department under the orders of the Fire Chief, or the Assistant Fire Chief, or an agent of the Board of Public Works, to open or attempt to open any of the hydrants and draw water from the them, or in any manner to interfere with the hydrants. No hydrants except the public fire hydrants or public drinking fountains shall be placed within the limits of any streets. No drinking fountain shall be so constructed as to have openings by which it can be used as a source of domestic supply.
