The Board of Public Works, with the permission of the Governing Body, shall have the authority to contract with persons beyond the corporate limits for the purpose of supplying water to the non-residents. For the furnishing of water service beyond its corporate limits, the Board of Public Works may establish special rates with the persons without regard to the rates specified in the resident schedule; provided, that the contracts made with non-residents shall be uniform so far as they affect the users of equal amounts of water under such contracts.
