§ 52.10 FEES AND COLLECTIONS.
   The Board of Public Works has the power and authority to fix the rates to be paid by the water consumers for the use of water from the Water Department. All the fees shall be on file for public inspection at the office of the Municipal Clerk and the office of the Utilities Superintendent. Water service meter readings shall be computed and bills made up for their collection by the Board of Public Works, on or about the first day of each month when same are due. All consumers shall pay in net cash to the Utilities Superintendent at his or her office in the Utilities Building the amount due the municipality for water service. All bills for water service shall be due on the first date of the month succeeding that in which service is used. If the consumer shall neglect or refuse to pay his or her bill on or before the tenth day of the succeeding month after which water is used, it shall be considered delinquent, and if not paid within seven days thereafter the water service will be turned off after seven-days’ notice, excluding holidays and weekends, by first class mail to the subscriber, and not turned on again until all back fees and charges are paid, including any penalty charge which the Board of Public Works may, by resolution prescribe; provided, that if the delinquent customer is a known welfare recipient, it shall be the duty of the Utilities Superintendent to notify the customer and the County Welfare Department by certified mail of the proposed termination.
