All repairs or replacements to sewer pipes and other sewer appurtenances except the sewer main shall be made by the customer at his or her expense. Repairs and replacements to the sewer main shall be made by the municipality at its expense; provided, that in the case of the disrepair of a sewer main providing service to nonresidents, the entire cost of repair shall be paid by the customer.
