The Health Authority shall cause an investigation to be made of the premises named and described in an application for a veterinary hospital for the purpose of determining the fitness and suitability of said premises for the purpose of determining the fitness and suitability of said premises for such business from a sanitary standpoint, and the Health Authority shall periodically inspect each veterinary hospital to determine whether health and sanitation requirements are being followed.
