 § 119.336 CHANGING IDENTIFICATION MARKS OR LICENSE TAGS.
   It shall be unlawful for any resident to change the identification marks on the engine of any car or automobile in any public garage and it shall be unlawful to change the license tags on those cars except in accordance with the register of motor vehicles kept by the Illinois Secretary of State.
