Except in a fully constructed building or structure, it shall be unlawful for any person owning, maintaining or operating a public garage to store, house, shelter or park any motor vehicle truck, trailer or tractor that may be junked, partly dismantled or out of repair and not ready for use on any lot or parcel of land.
