Other than pursuant to Section 113.3301, any Franchise issued hereunder to a Grantee shall require acceptance of the validity of the terms and conditions of this Chapter and the Franchise, as of the effective date of the Franchise, in their entirety and that a Grantee will not, at any time, proceed against the Franchising Authority in any claim or proceeding challenging any term or provision of this Chapter or the Franchise as unreasonable or arbitrary, or that the Franchising Authority did not have the authority to impose such term or condition.
