No such approval of any agreement to sell, transfer, delegate, or assign shall be granted by the Village Board unless all monies accruing to the Village, including fees, penalties, damages, or otherwise, as of the date of sale, transfer, delegation, or assignment, have first been paid in full or have been guaranteed to be paid by the buyer, transferor, delegator, or assignor for such transaction.
