§ 113.304 FRANCHISE AREA
   The Village may grant a Franchise for the area within the corporate boundaries of the Village as now exists or as may exist in the future. The Franchise Agreement shall indicate the specific boundaries for the Franchise Area, provided, however, that no Franchise shall be granted which includes an area that is less than the entire area of the Village.
