It shall be unlawful to conduct any parade connected with a circus on any public street, alley or other public way or place in the Village, unless a permit therefor is first obtained from the Village Board of Trustees. The permit shall specify the route to be followed, and shall be accompanied by a bond in the sum of $10,000, conditioned to indemnify the Village for any loss, damage or liability incurred or caused by the conduct of the exhibition or the parade.
