Minors under the age of 16 years shall not under any circumstance frequent, loiter, go or remain in any hall licensed as required in this subchapter at any time, upon some lawful errand and unless the minor has been sent under the direction and consent of and knowledge of the parent, guardian or other persons having the lawful custody of that minor, and it shall be unlawful for the proprietor of any hall so licensed to allow or permit any such minor to frequent, loiter or remain within the hall in violation of this section.
