There is hereby created the Office of Director of Streets, Sanitation, and Water which shall oversee and direct the Bureau of Streets, Sanitation, and Water, which is also created hereby and which shall include the Street and Highway Department and the Water and Sewer Department. The Director of the Bureau of Streets, Sanitation, and Water shall be appointed by the President with the advice and consent of the Board of Trustees.
