§ 110.12 POWERS OF LOCAL LIQUOR CONTROL COMMISSIONER.
   The Local Liquor Control Commissioner shall have the following powers, functions, and duties with respect to licenses other than licenses to manufacture, import distribution, distribution, railroads, airplanes, and boats:
   (A)   To grant all licenses issued for locations, places, and premises within the Village.
   (B)   Following a hearing conducted in accordance with the provisions of § 110.75, to levy a fine for such violations (as set forth elsewhere herein), or to suspend for not more than 30 days, or to revoke for cause all such licenses issued for locations, places, and premises within the Village.
   (C)   To appoint one or more persons to assist him in the exercise of such powers and the performance of such duties as he may deem necessary, including but not limited to the conducting of hearings.
   (D)   To adopt application forms, procedures, rules and regulations for the licensing and operating of retail liquor establishments:
      (1)   To insure compliance with the laws relating to the sale of alcoholic liquor;
      (2)   To protect the health, safety and welfare of the people of the Village; and
      (3)   To foster and promote temperance in the consumption of alcoholic liquors.
   (E)   To receive complaints from any citizen that any of the provisions of this chapter, or any rules or regulations adopted pursuant thereto, or any other applicable rules or regulations, have been or are being violated and to act upon such complaints in the manner provided in this chapter.
   (F)   To examine, or cause to be examined, under oath, any applicant for a license or for a renewal thereof, or any current licensee upon whom notice of revocation or suspension has been served in the manner provided in this chapter, and to examine or cause to be examined, the books and records of any such applicant or licensee.
   (G)   With respect to any current licensee, upon whom notice of hearing to show cause why the license of the licensee should not be revoked or suspended, to hear testimony and take proof for his information in the performance of his duties, and for such purpose to issue subpoenas which shall be effective in any part of the state.
   (H)   To enter or to authorize any law enforcement officer or peace officer to enter at any time upon any premises licensed hereunder, to determine whether any of the provisions of this chapter or any rules or regulations adopted by him (or by any other agency having the authority to do so) have been or are being violated, and at the time of such entry to examine such premises in connection therewith.
   (I)   To receive local license fees and pay the same forthwith to the Village Treasurer.
   (J)   To require fingerprints of any applicant, manager, principal, partner, corporate officer, and/or any stockholder (that owns an aggregate of more than five percent of the stock of said corporation) applying for a liquor license, that in the discretion of the Local Liquor Control Commissioner, is relevant and necessary to their determination on whether a liquor license will be issued. The Local Liquor Control Commissioner is also authorized to collect a fee therefor and to submit the fingerprints to the Department of State Police.
   (K)   To notify the Secretary of the State of Illinois where a club incorporated under the General Not-for-Profit Corporation Act of the state or where a foreign corporation functioning as a club in the state under a certificate of authority issued under that act has violated this chapter and/or the state Liquor Control Act by selling or offering for sale at retail alcoholic liquors without a retailer's license and/or a local license issued pursuant to this chapter.
