It shall be the duty of the Director:
(A) To analyze the economic, commercial, and residential needs relative to development within the corporate limits of the Village;
(B) To oversee and enforce the building and zoning ordinances and undertake land planning activities of the Village and to coordinate all development authorized by the corporate authorities of the Village;
(C) To act as Economic Development Commis- sioner and maintain familiarity with the needs and desires of private industry within the Village and project future demands upon Village services, and to that end:
(1) Perform duties related to planning and overseeing private development and public financing through development methods such as enterprise zones, free trade zones, and tax-incentive programs;
(2) Be knowledgeable of available property for development and provide promotional information for its subsequent development;
(3) Structure economic development programs, and prepare and periodically revise short and long range plans for the economic development of the Village;
(4) Enlist the aid of volunteers and groups of interested individuals or organizations for purposes of furthering the objectives of economic development within the Village;
(D) To act as executive secretary to the Zoning, Planning and Appeals Commission and/or any other board and/or commission charged with the responsi- bility of zoning, planning, and development activities;
(E) To serve as liaison between the Village and the Chamber of Commerce and other service organizations in order to maintain contacts with the commercial and industrial communities;
(F) With the approval of the Village President and Board of Trustees of the Village, to arrange and conduct publicity relative to the activities of Community Development;
(G) To undertake such surveys and other informational activities to promote and establish historical and prospective trend information on development characteristics;
(H) To recommend commercial restoration, redevelopment, and other community development programs;
(J) To propose and implement programs for the distribution of information and education of the general public on community development projects and programs;
(K) To promote the tourism industry of Schiller Park;
(L) To recommend beautification projects and clean-up activities to enhance the general appearance of the Village; and
(M) To cooperate with the Building Inspector to insure that all new construction and remodeling is in accord with the Village zoning ordinance and comprehensive plan.
