§ 30.105 DEPARTMENT CREATED.
   (A)   There is established hereby a Department of Community Development to further and to implement the continued growth of the Village into a well- balanced community, providing for its residential, commercial, and industrial inhabitants the orderly development for all phases of suburban living by:
      (1)   Continued encouragement of con- struction of high quality residences;
      (2)   Continued development of office, commercial, and industrial facilities;
      (3)   Reappraisal of the needs of industrial and commercial areas and assistance in fulfillment of those needs;
      (4)   Providing for the efficient allocation and arrangement of land uses and the gradual correction of deficiencies;
      (5)   Guiding physical and economic development toward achieving accepted community objectives;
      (6)   Guiding of investors and developers to build within the Village's development objectives, and provide a base for development and zoning;
      (7)   Promoting the general enhancement of the community through beautification efforts and projects designed to instill community spirit and pride;
      (8)   Monitoring of the various activities of the Village boards, commissions, and departments charged with improving the quality of life in Schiller Park and assisting them in achieving their objectives.
   (B)   The Department of Community Develop- ment has furthermore been established:
      (1)   To recommend changes, from time to time, in the official comprehensive plan;
      (2)   To prepare and recommend plans for specific improvements in pursuance of the official Comprehensive Plan;
      (3)   To aid municipal officials charged with the direction of projects for improvements embraced within the official Comprehensive Plan, to further the making of these projects, and generally to promote the realization of the official comprehensive plan;
      (4)   To oversee the Building Department, including all inspectors other than those attached to the Bureau of Fire Prevention.
