It shall be unlawful to plant any tree or shrub on any public property, right-of-way, parkway or other public place without first having secured a permit therefor. Applications for the permit shall be made to the Building Division for approval before permission shall be granted. All trees and shrubs so planted shall be placed in accordance with the requirements set forth in Title X.
