Any scaffold or ladder placed in a position that it overhangs or can fall into any public street, alley or other public place in the Village shall be firmly and properly constructed and safeguarded and it shall be unlawful to place or leave any tools or articles on any such place in such a manner that they can fall into any street, sidewalk, alley or other public way from a greater height than four feet.
