All public streets, alleys, sidewalks and other public ways shall be under the supervision of the Superintendent of Streets and Alleys. The Superintendent shall have supervision over all work thereon and the cleaning thereof and shall be charged with the enforcement of all ordinance provisions relating to those public places, except traffic ordinances, and hereby is authorized to enforce those ordinances.
