§ 91.30 LICENSE REQUIRED; REGULATIONS; TERM OF PAYMENT; LICENSE YEAR.
   (A)   It shall be unlawful for an owner to keep any dog or cat within the corporate limits of the Village, unless such owner has in his possession a current Village license for each such dog and/or cat so kept by such owner.
   (B)   It shall be the duty of every owner of any dog or cat in the Village to register the same with the Village Clerk and thereby make application to obtain a license for each such dog and cat.
   (C)   It shall be the duty of every non-resident owner of any dog in the Village, who uses or will use the Village dog parks, to register the same with the Village Clerk and thereby make application to obtain a license for each such dog.
   (D)   Dog and/or cat licenses shall be current July 1 through the following June 30, and application and payment therefor shall be made to the Village in advance of July 1 of each year. In the event a person becomes an owner or an owner becomes a resident of the Village on or after January 1 of any given year, such owner shall obtain a license for any such dog or cat within 30 days after becoming an owner or resident, as the case may be.
   (E)   For purposes of this subchapter, OWNER shall be deemed to be any person having a right of property in any dog and/or cat or who keeps or harbors any dog and/or who has any dog and/or cat in his care or custody for 30 consecutive days.
