The following words and phrases shall have the meanings, and are hereby defined, as follows:
CORPORATE AUTHORITIES. The President and Board of Trustees of the Village of Schiller Park, Cook County, Illinois.
DIRECTOR OF STREETS, SANITATION AND WATER. The person responsible for the operation of the Streets, Sanitation, and Water Department of the Village. The Director of Streets, Sanitation and Water shall also include any supervisor of the department.
PRIVATE PROPERTY. Any parcel of property owned by a property owner that is not the Village.
PROPERTY OWNER. The recorded owner of any parcel of private property.
ROOT FLARE. The area where the first main roots attach to the trunk the visibility and exposure of which is needed for a tree to grow and thrive.
ROOT ZONE. A circle on the ground corresponding to the dripline of the tree.
TREE OR TREES. Trees, shrubs. bushes, and all other woody vegetation on Village property.
TREE TOPPING OR TOPPING. The removal of the top of the central stem of a tree or the severe cutting back of limbs to stubs larger than three (3) inches in diameter within the tree's crown to such a degree so as to remove the normal canopy and disfigure the tree.
VILLAGE. The Village of Schiller Park, Cook County, Illinois.
VILLAGE ARBORIST. A Village contracted certified arborist.
VILLAGE PROPERTY. Land lying between private property lines, or within the lines of either side of all streets, avenues, boulevards, lanes, squares, courts, cul-de-sacs, alleys, or other public rights-of-way or grounds, including but not limited to parkways, sidewalks, and curbs, or any other Village owned land.
