It is hereby declared a nuisance and it shall be unlawful to cause or allow a motor vehicle with a gross vehicle weight rating of eight thousand (8,000) pounds or more, when it is not in motion, to idle, or otherwise cause or allow the main engine or any refrigeration unit of the motor vehicle to operate when parked or standing, in violation of any provision of this Chapter or in violation of any more restrictive regulation contained in another Chapter of this Code.
