The Corporation Counsel shall be responsible for legal matters pertaining to the Village. Upon request by the Village President or Board of Trustees, he shall render any given legal opinion in writing. If Corporation Counsel is required to retain Special Counsel to represent or advise the Village, any such engagement of Special Counsel must be approved by the Board of Trustees prior to representation. Examples of the duties of the Corporation Counsel follow:
(A) The Corporation Counsel shall prosecute or cause to be prosecuted any violation of any of the provisions of this code or any other ordinance of the Village, including complaints of zoning and housing violations and shall advise and assist all Village officers or employees on questions of law involved in filing complaints, and preparing for prosecutions. He shall prosecute or defend, as the case may be, administrative law actions and any and all suits or actions at law or in equity to which the Village may be a party, or in which it may be interested — including those brought against or by any officer of the Village in the capacity of such person as an officer or on behalf of the Village.
(B) The Corporation Counsel shall be the legal advisor to the Boards and Commissions of the Village, and render opinions on Village bond issues.
