(A) Other than an off-street parking area directly adjacent to a roadway, a self-service storage facility property shall be completely enclosed with a solid fence and landscape buffer in accordance with the requirements of this Code and accessed through a locked, solid security gate. Chain link fencing is prohibited. The main entrance to and any portion of the principal indoor storage building directly abutting an off-street parking area adjacent to a roadway constructed in such a way as to provide direct access to an individual storage space from the exterior of the building is excluded.
(B) A self-service storage facility shall accommodate only interior access to individual storage spaces or drive-up access only from regular size passenger vehicles and two-axle noncommercial vehicles.
(C) A self-service storage facility shall post the hours of operation in a conspicuous place on the property which signage must be clearly visible to all occupants. Human occupancy is limited to that required to transport, load, unload, and arrange stored items.
(D) A self-service storage facility shall not be operated or permitted to be operated in such a manner or permit conditions to exist which would impede, interfere with, or make dangerous travel on any public roadway or otherwise interfere with the safe and orderly movement of traffic and persons on the public rights-of-way of the Village.
(E) All exterior lighting shall be directed away from adjacent properties.
(1) Full Cutoff Luminaries. Full cutoff luminaries with a total cutoff angle of not more than ninety degrees (90°) shall be used on a self-service storage facility property. The Director of Community Development, or his or her designee, may approve cutoff angles greater than ninety degrees (90°) or the use of fixtures without full cutoff luminaries upon submission of information conclusively demonstrating that the proposed lighting will not cause glare on adjacent properties.
(2) Under Mounted Lighting. All lighting mounted under a canopy, including, but not limited to, luminaries mounted on or recessed into the lower surface of a canopy, shall be full cutoff.
(F) When inspections of a self-service storage facility are necessary to assure compliance with the provisions of this Chapter, or to detect violations thereof, every owner of a self- service storage facility, and the officers, directors, managers, agents, and employees thereof, shall during any hour such facility is open to the public or occupants, whenever admission or entry is requested, admit the Building Official or any law enforcement officer to any portion of the self-service storage facility open to the public or occupants (not individual storage spaces) for the purpose of making an inspection.
