§ 71.34 REGULATIONS, GENERALLY.
   (A)   No parking lot shall be established or operated in any place where the establishment or operation would be in violation of the zoning ordinance; any building, life-safety or fire code regulation; or any other applicable regulation, requirement, or ordinance.
   (B)   Not more than one car for each 200 square feet of area shall be accepted or allowed for parking in any such place.
   (C)   A designated and clearly identified parking space must be provided for each car in a parking lot. Access lanes or aisles leading to or from each parking space must be designated and clearly identified and shall further provide for sufficient space for the efficient maneuvering of a car into a parking space. Each parking lot shall be clearly marked as to show the parking space allotted each car and each access lane or aisle. Each access lane or aisle must provide for the unobstructed movement of cars to and from a parking space and shall lead to an entrance or exit of the parking lot. No parking space shall be directly accessed from any public right-of-way or adjacent property. The entrance or exit into a parking space must at all times remain open to an adjacent access lane or aisle, and all access lanes and aisles must remain open for the free flow of cars within the interior of the parking lot. The parking of any car so as to obstruct at any time the ingress or egress of a car from a parking space or the free flow of cars within an access lane or aisle is strictly prohibited.
   (D)   Each parking lot shall have sufficient entrances and exits to permit the ingress and egress of cars from a street without obstruction to traffic, but in no event shall there be fewer than two (2) entrances and/or exits to any street.
   (E)   Each parking lot shall provide no less than one (1) permanent and enclosed shelter for use by patrons of the parking lot. Each shelter must be climate controlled, clearly marked and illuminated and comply with all requirements of this code. A shelter must be constructed adjacent to every location designated on the premises for the transportation of patrons to or from any location outside of the parking lot. Each shelter must be available for use at all times during which the parking lot is open for business.
   (F)   Transportation of patrons to and from any location outside of the parking lot shall only be conducted in vehicles owned and operated by the business licensed at the premises and shall clearly depict the name, address and telephone number of said licensed business. All such vehicles must be in full compliance with all requirements of this code and any applicable state or federal statute, requirement or regulation. No such vehicle shall travel on any residential street or within any residential zoning district in the Village.
