(A) The language in this chapter shall be interpreted in accordance with the following rules of construction: (i) the word "may" is permissive and the word "shall" is mandatory; and (ii) except where the context reveals the contrary: The singular includes the plural and the plural includes the singular, and the masculine gender includes the feminine and neuter.
(B) When used in this chapter, the following words in bold font have the meanings ascribed to them in this subsection (B), as follows:
ADVANCED LIFE SUPPORT- MOBILE INTENSIVE CARE SERVICES. Services provided by a member of the EMS Bureau wherein communication is established with a hospital for the performance with the approval of the Illinois Department of Public Health of pre-hospital emergency medical care by the EMS Bureau under the direction of a project medical director. Ambulance/paramedic services that necessitate or result in the implementation of the operating procedures and guidelines of the then-current EMS systems provider shall be deemed an advanced life support-mobile intensive care service.
BASIC LIFE SUPPORT SERVICES. All services provided by the EMS Bureau, other than those services provided as advanced life support-mobile intensive care services.
BATTALION CHIEF/COMMANDER. A sworn officer, taken from the civil service rank of Fire Department Lieutenant, holding the rank and title of a subordinate fire chief or commanding officer in the firefighting command structure, appointed by the Fire Chief with the advice and consent of the Mayor and Board of Trustees.
BUREAU OF EMERGENCY MEDICAL SERVICES or EMS BUREAU. The Village Bureau of Emergency Medical Services, which shall consist of the EMS Coordinator as well as other firefighter/ paramedic personnel and may include civilian paramedic personnel.
CIVILIAN. An employee of the Fire Department who is hired by the President and Board of Trustees and not appointed by the Fire and Police Commission.
CLASSIFIED POSITION. A position held by any employee in the uniformed fire service as a result of appointment by the Village Fire and Police Commission.
CLASSIFIED SERVICE. Holding an exempt position or a classified position in the Fire Department.
CODE. The New Millennium Code of the Village of Schiller Park, as amended.
CORPORATION COUNSEL. The Corporation Counsel of the Village.
DEPARTMENT CHIEF or CHIEF OF THE DEPARTMENT. An exempt position, the holder of which is the highest ranking sworn firefighter in the Fire Department; who shall be the Chief of the Fire Department.
EMERGENCY MEDICAL SERVICES SYSTEMS or (EMS) SYSTEMS. An organization of providers, which, through a program plan submitted to and approved by the Illinois Department of Public Health, entitles a hospital to utilize qualified EMS Bureau personnel to provide or coordinate pre-hospital and inter-hospital emergency care at an advanced or intermediate level to victims of illness or injury within the area specified in the program plan.
EMS COORDINATOR. A position held by a person licensed as a paramedic by the State of Illinois, and who is a sworn officer holding the ranking of Lieutenant or higher, who shall be the supervisor of the Bureau of Emergency Medical Services and operate under the supervision of the Department Chief.
EXAMINATION. The series of tests prescribed by the Village Fire and Police Commission to which every applicant for a Classified Position must be subjected and which each must complete successfully in order to be certified by the Fire and Police Commission for appointment to a classified position.
EXEMPT POSITION. A position in the classified service declared hereby "exempt" from examination and appointment by the Village Fire and Police Commission and held by a sworn firefighter in the uniformed fire service as a result of appointment by the Village President, with the understanding the holder of such exempt position may also hold a classified position if he has not previously resigned such classified position.
FIREFIGHTER/PARAMEDIC. The lowest rank in the uniformed fire service.
FIRE AND POLICE COMMISSION. The Fire and Police Commission of the Village.
FIRE CHIEF or CHIEF OF THE FIRE DEPARTMENT. A member of the uniformed fire service who is Chief of the Fire Department, an exempt position, and who shall be deemed to be on furlough from the classified position held by such member so long as such member is the Department Chief.
FIRE DEPARTMENT or DEPARTMENT. The Village Fire Department.
NON-CLASSIFIED SERVICE. Any civilian who is hired by the President and Board of Trustees for service other than as a sworn firefighter.
OATH OF OFFICE. Every person appointed as a sworn firefighter shall take and sign the following oath, which may be administered by the Village Clerk or any member of the Fire and Police Commission or the Village President:
“I , do solemnly swear (or affirm) that I will support the Constitution of the United States and the Constitution of the State of Illinois and the ordinances of the Village of Schiller Park as well as the rules of the Department, and that I will faithfully perform the duties of the Position of of the Village of Schiller Park, Illinois, according to the best of my ability.

POSITION. A defined office, occupation, or place within the employment of the Fire Department. See also CLASSIFIED POSITION and EXEMPT POSITION.
PRESIDENT AND BOARD OF TRUSTEES. The President and Board of Trustees of the Village.
PROBATION. The testing of a person's on-the-job conduct and performance in and suitability for a given classified position undertaken over a period of time, commencing with his appointment to such classified position.
PROBATIONARY PERIOD. The time period of probation immediately following an employee's original appointment, during which time period such employee can be dismissed without a hearing before the Fire and Police Commission.
SWORN FIREFIGHTER. The Chief of the Fire Department and all members of the classified service who have executed the prescribed oath of office.
UNIFORMED FIRE SERVICE. Other than those holding an exempt position or a position, those persons in the employ of the Village who meet the definition of a "firefighter" under the provisions of Section 4-106 of the Illinois Pension Fund Act.
VILLAGE. The Village of Schiller Park, an Illinois municipal corporation and Home Rule Unit as described in the Illinois Constitution.
VILLAGE PRESIDENT. Also known as "Mayor", the Village President of the Village.
