§ 32.11 CONTROL AND SUPERVISION.
   (A)   The Chief of the Fire Department shall have the control and supervision, subject to the order and direction of the Village President, of the Fire Department and all fire apparatus and equipment belonging to the Village.
   (B)   At the scene of any fire or medical emergency: In the absence of the Chief of the Fire Department, the person having the highest rank in the classified service of the Fire Department shall take command of all sworn firefighters on the scene and direct the management thereof for the suppression of the fire, in the best manner possible, and when it may be necessary for the protection of other property to prevent the spread of the conflagration, such person may cause buildings to be torn down, removed or destroyed in the best manner possible.
