Every owner or operator of a motor vehicle or motor bicycle, who resides in the Village or who garages, maintains or stores the motor vehicle or motor bicycle within the Village shall pay each year to the Village Clerk a tax or license fee, as provided for in this subchapter, for the use of the motor vehicle or motor bicycle to be used on any public street or highway within the Village.
