(A) It shall be the duty of the Health Officer to serve or cause to be served a notice upon the owner or occupant of any premises or by posting a hangar notice at the main entrance of the structure found to harbor or provide ingress to rats in violation of the provisions of this subchapter and to demand the extermination of the rats and the elimination of the means of ingress within five days.
(B) If the person served pursuant hereto does not exterminate the rats and eliminate the means of ingress within five days after the notice period lapses, the Health Officer may proceed to exterminate, or cause to have exterminated, such rats, and eliminate, or cause to have eliminated, such means of ingress, keeping an account of the expense of such extermination and elimination, and such expense shall be charged and paid by such owner or occupant.
