The Village Manager and the Village Engineer shall use sound engineering judgment when administering this Division and may deviate from the construction standards, conditions, and requirements expressed in this Division when the Village Engineer so determines. Nothing herein shall be construed to limit the ability of the Village Manager to regulate the use and the condition of rights-of-way under the jurisdiction of the Village for the protection of the public health, safety and welfare. Nothing in this Division shall be construed as limiting any additional or further remedies that the Village Manager and the Village Engineer may have for enforcement of this Division.
