§ 53.17 RULES AND DEFINITIONS.
   (A)   The language set forth in the text of this chapter shall be interpreted in accordance with the following rules of construction:
      (1)   The singular number includes the plural number, and the plural the singular.
      (2)   The word "shall" is mandatory; the word "may" is permissive.
      (3)   The masculine gender includes the feminine and neuter.
   (B)   As used in this chapter, the following words and phrases shall mean:
   AIR CONDITIONING SYSTEM or AIR CONDITIONING INSTALLATION. One or more air conditioning units, the water for which passes through a common meter, whether or not the units are owned by the property owner, the tenant or a combination of both. It is intended that separate submetering for any one building could create separate systems; it is not intended that submetering of individual units serving the same space or adjacent space under one owner or tenant would create separate systems.
   AUTOMATIC METER READING SYSTEM or AMR. The equipment owned by the Village by which meters are read and the quantities of water consumed reported automatically, including but not limited to the MIU, MXU, modular jack connection, register, and related wiring.
   BUFFALO BOX. That part of the system which houses a water supply valve located between the service line and the service pipe and usually placed between the curb line and the adjacent sidewalk.
   CONNECTION PERMIT. A permit issued by the Director permitting the permittee to connect a pipe, hose, or other approved equipment to the system.
   CUSTOMER. Any owner or tenant of any premises who makes application for service to such premises and to which service is rendered.
   DIRECTOR. The Village Director of Public Works.
   FINANCE OFFICER. The Finance Officer of the Village.
   METER. The unit which measures the quantity of potable water passing through it, which meter is owned by the Village and paid for by the customer.
   METER INTERFACE UNIT or MIU. The telephone line powered with battery backup interface between the telephone utility network and the register which reads the quantities of water which have been registered.
   METER TRANSMISSION UNIT or MXU. The radio transmission device which transmits the meter readings of the quantities of water displayed on the register.
   MODULAR JACK CONNECTION. The telephone jack located on the MIU.
   MULTI-FAMILY DWELLING BUILDING. For purposes of this chapter, any single residential building containing more than three dwelling units.
   REGISTER. An electronic device which displays the readings of all of the wheels of a meter.
   SERVICE. The providing of potable water by way of the system, including the receipt of such water into a pipe or hose coupling not owned by the Village and not part of the system.
   SERVICE LINE. The copper pipe between the water main and the water service valve.
   SERVICE PIPE. Any permanent pipe connecting the plumbing of any building to the system.
   SYSTEM. The water mains, fire hydrants, service lines, buffalo boxes, valves, and their appurtenances which comprise the Village owned and operated facilities by which the Village distributes potable water throughout its corporate limits but not including the meter of the automatic meter reading system.
   TON OF REFRIGERATION. The heat required to melt ice at the rate of one ton in 24 hours.
   TOUCH PAD. A receptacle into which a device may be plugged to register manually the reading of a meter.
   VILLAGE. The Village of Schiller Park, Illinois.
   VILLAGE MANAGER/COMPTROLLER. The Village Manager/Comptroller of the Village.
   WATER CONSERVING DEVICES. A cooling tower, spray pond, evaporation condenser or other equipment by which water is cooled and recirculated, thereby limiting the use of water from the mains to that amount lost through evaporation.
   WATER-REGULATING DEVICE. A regulating valve or other device, the purpose of which is to limit the maximum use of water to a predetermined rate.
   WATER SUPPLY VALVE. Usually located in a buffalo box, a water valve which is part of the system and which allows potable water to flow from the Village system to any pipe which is in not part of the system.
