When connection to the Village system requires water service to other existing customers to be interrupted temporarily, no connection permit for that connection shall be issued, except in the case of an emergency, until the Director shall have determined the applicant has made every reasonable effort to notify all such other customers at least 24 hours in advance of such interruption.
