§ 53.03 APPLICATION FOR SERVICE.
   Every owner or tenant of any premises desiring to receive potable water service shall make application therefor to, on a form provided by, the Village Clerk. The application form shall contain an agreement by such owner or tenant to abide by and accept all of the provisions of this Chapter as conditions governing the availability of service and use of the potable water derived from the system and to pay the Village the full cost of labor and materials for the installation of the water meter and the MIU or MXU. Such owner or tenant shall indicate whether the occupant of the premises to be served is an owner or tenant thereof, and the application shall also contain the address of the title owner of record of the premises to be served. In the event service has been provided through a service pipe to which such owner or tenant desires to use for the receipt of service, all outstanding water, sewer, meter and other costs associated with the receipt of service from the Village shall be paid in full before service is commenced or resumed. The failure of the previous owner of such service pipe to pay such costs shall not constitute grounds for waiving payment for service provided theretofore by the Village through such service pipe or resuming service through such pipe to such owner or tenant.
