Any connection between rainwater downspouts, surface or groundwater drains shall not be permitted to the sanitary sewerage system. Footing drains shall be connected to sump pumps and discharge shall be made into storm sewers or drainage ditches. No footing drains or drainage tile shall be connected to the sanitary sewer. Additionally, gutters and downspouts shall be installed and maintained so as not to drain directly onto adjoining property. All new construction shall conform to the requirements of this section.
