§ 52.02 INSPECTION MANHOLES.
   (A)   Any owner or person in control of property within the Village which is used for industrial or commercial use and is located in either an I-2 light industrial district, I-1 light industrial district or C-2 commercial district under the zoning ordinance of the Village, and which property utilizes the sewers of the Village, shall construct and maintain a suitable inspection manhole downstream from the place of discharge to permit observation, measurement and sampling of wastes by the Village.
   (B)   The Village shall have the right to enter and set up on the property devices necessary to conduct a gauging and sampling operation after first giving ten days notice of its intention to do so; provided, if an inspection of any public sewer reasonably indicates violation of any ordinance of the Village, county or state statute by any person owning or controlling any particular parcel of property, the Village shall have the right to enter the property and conduct a gauging and sampling operation without first having given ten days notice as previously provided herein. While performing the work, the Village shall observe all safety rules applicable to the premises established by the company and the company shall be held harmless for injury or death to the Village employees.
