(A) All officers, other than elected officers, shall be appointed by the Village President and Board of Trustees, as is provided by statute; provided, all employees, in the absence of any provisions to the contrary, shall be appointed by the President.

(B) Every appointive officer of the Village shall hold office until May 1 following his or her appointment or until a successor is appointed and qualified, unless otherwise provided by ordinance. In case of a vacancy in any office, it shall be filled in the same manner in which appointments are made, in the absence of provisions to the contrary.
