§ 51.60 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CLEAN LANDFILL. Earth, loam, clay, sand, or other inert materials such as ashes, cinders, or gravel.
   COMBUSTIBLE WASTE. All waste substances capable of incineration or burning, but excluding explosive or highly flammable material.
   GARBAGE. All animal and vegetable waste and all putrescible matter.
   LANDFILL OPERATION. A type of operation in which clean landfill is deposited by plan in a depressed area of open land and is compacted by force applied by mechanical equipment to a depth of at least two feet.
   NONCOMBUSTIBLE WASTE. All other waste substances not capable of incineration or burning, including ashes, glass, metal, earthenware, and the like.
   PERSON. An individual, corporation, or other legal entity; a partnership, any unincorporated association. The term includes singular and plural.
   REFUSE. All waste substances including garbage as well as combustible and noncombustible wastes.
