The drainage system components, especially all detention basins, shall be designed to protect the safety of any children or adults coming in contact with the system during runoff events.
(A) Shorelines. The shorelines of all detention basins at 100-year capacity shall be as flat as practicable to prevent accidental falls into the basin, for bank stability, and for ease of maintenance. Pond shorelines shall have a slope of four to one (horizontal to vertical) wherever possible, and in no cases be greater than three to one.
(B) Banks. Pond bank sideslopes shall have a slope of four to one (horizontal to vertical) wherever possible, and in no cases be greater than three to one.
(C) Safety Ledge. All wet detention basins shall have a level safety ledge extending five feet into the basin from the shoreline and two feet below the normal water level.
(D) Velocity. Velocities throughout the drainage system shall be controlled to safe levels taking into consideration rates and depth of flow.
(E) Overflow Structures. All stormwater detention basins shall be provided with clearly defined overflow facilities capable of safely passing overflows so that downstream damage to properties is prevented.
