§ 10.20 ASSESSMENT AND COLLECTION OF COSTS FOR EXTRAORDINARY COSTS FOR EMERGENCY AND OTHER SERVICES.
   (A)   From time to time, Village departments that provide public safety, flood control, sewer and potable water, street and sidewalk maintenance, and health services encounter the need to hire or retain third parties in order to provide certain emergency and other services, e.g. for plumbing work, removal of vehicles, testing to determine life safety issues, the handling and/or disposal of toxic substances or hazardous materials, or other services necessitating the use of special equipment — all or some of which services may generate the expenditure of money (herein "extraordinary costs") payable by the Village to third parties (herein "provider") for such provider's rendering of such emergency or other services. Whenever the Village incurs such extraordinary costs, the Village shall be reimbursed the actual amount of such extraordinary costs by the person (herein "recipient") receiving the benefit of the services which generated the extraordinary costs.
      (1)   Upon receipt by the Village Manager/ Comptroller of a notification that such extraordinary costs have been incurred by the Village, the Village Manager/Comptroller shall cause a Village invoice to be issued to such recipient along with a copy of the statement received from the provider of such services.
      (2)   In the event the Village is not in receipt of payment within 30 days from the date of such invoice, the Village Manager/Comptroller is authorized to undertake such action as provided by law as may be necessary for the recovery of such extraordinary costs as well as the Village's attorneys' fees and other costs associated with such recovery.
   (B)   As used herein the term "provider" shall not include any officer, employee of the Village or family member of any officer or employee of the Village rendering such extraordinary services.
