(A) The following members of the Fire Department and the Police Department shall not be appointed by the Board of Fire and Police Com-missioners, but instead shall be appointed by the Village President with the advice and consent of the Board of Trustees or respected chief of such department, as herein applicable:
(1) The Chief of the Fire Department;
(2) The Chief and Deputy Chief of Police of the Police Department;
(3) Emergency Medical Technicians (Para-medics) who had been assigned to the Department of Emergency Medical Services prior to the merger of that department with the Fire Department;
(4) All non-sworn clerical personnel in both the Fire Department and the Police Department; and
(5) All non-sworn radio operator/dis-patchers.
(B) Each such member of the Fire Department and the Police Department not appointed by the Board of Fire and Police Commissioners may be removed or discharged at any time from the employ of the Village by the Village President.
